I want to know if I can use ballasts out of my shoplights to run them with 40watt 6500k daylight bulbs .

I just want to mount this all into my canopy instead of the shoplights themselves as I can fit in more than 4 bulbs this way.
 
If you have a shop light that was designed to take 2 x 40W lamps, then as long as the lamps you want to use fit the endcaps and are rated at 40W then I can't see any electrical reason for not dismantling the shoplight and assembling it in your hood. I presume you are capable of doing the wiring otherwise you wouldn't ask. Be aware that some lamp enclosures use ballasts and starters which are not double insulated, they wouldn't need to be inside the enclosure - if yours are not, then you will need to provide sufficient safegaurds.

2 practical considerations. Don't mount the ballasts inside the hood - they react very badly to water splashes, take up a lot of space and generate some heat - depending on the type, sometimes a lot of heat.

Second, consider the consequences of water splashing on the remaining components.
