Have a look in the planted section, there have been quite a lot of threads in there on how to create them recently using a pop bottle, air tubing and a ladder that sits inside the tank to disperse the C02 bubbles.

I think you're thinking of a DIY C02, not a reactor.

It's pretty easy to make a reactor. All you have to do is get a small powerhead. Use a gravel vac and have the output spray water downwards. Then have the C02 go into the vac, and since the bubbles go up, the powerhead will push it down, dissipating the C02. That's about it, check out petfish.net in the articles section.
