DIY CO2 for a planted 10 gallon

I was wondering if you could make a DIY CO2 system for a 10 gallon without poisoning your fish. If so, what would be the best plan? The gravel vacuum with powerhead or what? Ive got a Penguin Mini in there as a filter ATM, as well as a Micro Whisper Filter. So, I need suggestions. O ya, and I would need to change to a flourescent fixture right? And if there is that protection glass between the light and water, won't that filter out the sunlight rays?

K, thanks Erik. Would it be easier to turn my 33 gallon into a fully planted? Or should I start with my 10 gallon? Also, will this drop my Ph levels dangerously low?

I had looked at this article with thoughts of setting up a nursery just for plants (a place to move plants in and out of until I got it right). I am not knowledgable enough in H2O chemistry to even pretend that I know what was going to happen with the variables. In a 10g, with CO2 I probably would not have any fish until I knew the parameters well. Larger tanks are somewhat more forgiving.
