1) You can definitely add another fish. How about some type of small wrasse? Great swimmers. Most flasher wrasses stay relatively small and are great looking and very neat.

2) Generally need to wait at least 6-8 months... Your tank is rather small for an anemone, however, especially if you're having corals too. The anemones can and will get 12" in diameter....
