Damage to disease to fin

My male Blue Ram has damage at the base of the fin near the gill. It seems to be off white and is stopping the proper working of the fin. The fish does not seem in distress and is eating well. Could this be a fungal infection after a bit of damage?
 
Does it look cottony or fluffy, also can you post test results in ammonia,nitrite,nitrate,and ph please.
 
It looks just like a pimple at the very base of the pectoral fin which seems to be reducing the available movement to the fin. PH is 7, amonia nil, nitrite nil, nitrate trace but I have just done a weekly 20% water change at 2 o'clock this afternoon. My wife thinks is could be caused by damage inflicted by a deranged male Pearl Gourami who is quite a bully. We also just noticed a nasty 'bite' to the side of a Congo Tetra he also nips the fins of a female Dwarf. Should I treat with some anti-bacterial?
 
Just try some mealfix for now, you might after think of getting rib of the bully if he is damaging alot of fish.
 
Does the white pimple have a red edging to it.
 
No red edging to it, it does look now as if the fin has been damaged by the Pearl. He must be feeling quite healthy. The female has just laid eggs (the second time in two weeks) on an Amazon leaf and he seems as happy as larry. :wub:
 
melafix is a basic medication for fish
you can find it in pretty much any store that sells fish
