Cycling/Temp/Bacteria Question

When cycling a new aquarium, what is the optimum temp that the tank should be to encourage biological bacteria growth? I started a new tank yesterday, added an already cured sponge from an older filter to jump start it, and the temp for the past 12 hours has been about 70 degrees. Is this too cold? I hope I didn't harm the bacteria that was already in the sponge. We had a huge snowstorm last night and our power was out. The heater was off for a few hours. It is back on now and is registering at 74. Just wondering if I turned it up a bit if it would encourage more/faster growth.

Yes, they will develop faster in warmer water up to 28C, (83F), or so much more won't help. The bacteria do not begin to die off until they get down to below 4C, (refrigerator temperature), they're quite tough really.
