Cycling Probelm

Am having a realy big problem cycling my tank.Some fresh water expert suggested to use ammonium chloride to cycle my tank.So I went to the local drug store and got some ammonium chloride(powder).Iv been dosing since yesterday to bring the ammonia up to 2 ppm but all what I got is about 0.1
Untill now 6 large table/spoon has been added and the ammoia is still
0.2 ..Whats wrong?am starting to get worried.

I did heard ppl and some website advice to use ammonium chloride to cycle tank which that is the fastest way. However for my tank ,I am using black tatre (hopefully the name is correct) to cycle. This black tratre also producing ammonia and they can also use as a tester for your tank and it work very well.
