Cycling A Tank For Your Dwarf Puffers

Ok, i have around a 3 gal tank and i originally had 1 DP in it. It didnt eat so i went back to the LFS and they said get 2 more (mistake i know but they said they'll get it to eat. SO i put them in and they were right, it did start to eat. But in 2 days the 2 new ones died and shortly after (1 day) the original did.
I think the original had internal parasite and the 2 new ones got it so they died and then the orig. then did.
Now, i left the tank alone while i was on holiday for 8 days (thursday to this friday 20th). Now i know that i will have killed the bacteria! So tonight i changed the substrate round, from gravel to sand. I kept the filter sponge in the old tank water in case there is abit of bacteria on it.
So after cleaning the sand, i put it in, added soem new water and a bit of old.
Now, whilst on holiday i left some plants in the tank that died by the time i got back. WOuld this have produced soem ammonia, keeping the bacteria alive?
Im going to put 2 juvenille guppies in tomorrow (adding cycle and tetra safestart) for a week or 2 before i get the DP, so i know it'll be cycled.
So, will the bacteria still be alive? Is there anything else i need to do?
I know that they're sensitive to even a lil bit of nitrite or ammonia so how do you keep it acceptable for them?

You need to cycle the tank with ammonia fully...there is no "keep it acceptable for them" it has to be done correctly or you will kill your other fish like the first lot
