According to the link, it's just carbon. It would be cheaper to put a bag of carbon granules in the filter. However, carbon is not actually needed full time.

So would that bag help for a really cloudy tank ? How long would you keep a bag like that In the tank
 
Personally I wouldn't use carbon unless the fish had been sick and I wanted to remove the medication from the water. For a cloudy tank, filter wool/floss is the thing to use. I have just added more sand to my tank and put an extra filter in the tank filled with filter wool to remove the resulting cloudiness.
