Quick question do you think i could use a starter 25w - 30w to start and run 15w 1" tube or will it go BANG !!!!

Maybe not bang, but fizzle and pop is prolly likely

The starter will be OK but I am assuming you mean the ballast unit/box!!.

If so you can run higher power tubes on a lower rating ballast but not the other way round.

For some the latter may sem to work but most times BOOM some time sooner or later.
