Cotton mouth. What do I do?

My Graumi recently started showing signs of cotton motuh. There is a white film around his mouth area. He spends a lot of time at the surface of the water and is very inactive. What medications and or treatments can I preform to save my fish??

10 gal tank, with 3 lemon tetra, 1 african dwarf frog, 1 guppy, and my sick graumi. The tank has a bio filtration system and a water blower. I checked my levels this moarning and nitrate was near 0, nitrite was near 0, hardness was soft 75, Alkalinity was moderate 80, pH was neutral 7.2 and amonia is in safe range of .25
