I wanted to get a plant for my Betta, Bovie, so I went to the Fish store and the owner sold me some corkscrew val (I did tell him that the tank was 1 gal). I planted the stuff and now it looks like a mini forest on my desk. There were only four or five little bundles with roots but the leaves are so long they cover the top off the tank. Poor Bovie is squeezing through the leaves in his new tropical rainforest. I was wondering if I could cut the leaves to be only as tall as the tank.

Yes you can cut the leaves to be as tall as the tank.
I am suprised though that your LFS sold you such a tall plant.
There are other plants out there that would better suit your tank size.

Ditto - that plant will grow really long and is not suited to such a small tank.
