If i dont have Live Rock because i use a external filter and skimmer would i still be able to keep corals and if they are not attatched to anything can i just put them on the Substrate

Yes you can still have corals, and it depends on the coral for putting them directly on the substrate.
 
none as yer i havnt even got a tank!im just planning far ahead so i get everything right and i have decided to get live rock now.
heres the lighting im planning on getting would it be suitable?

That light would be ok for some low light soft corals, but if you want to keep hard corals and clams etc.... then i would go with a metal halide light instead
 
Agree with triggerobsessed. Enough lighting for soft corals, not enough for LPS or SPS IMO.
