i am assuming that coral skeletons are the same as reef bones and if placed in an aquarium with live rock will become live themselves, is this right?
 
I haven't heard the term 'reef bones' before. Is this a product or just a common usage name for them I am unfamiliar with.

Yes, coral skeletons along with certian dry rocks will become live eventually if placed in a tank with live rock. This can be an effective and safe to help keep cost down a little (one of very few safe ways to do so in saltwater). It is important to use high quality live rock either way. Whether the whole tank is live rock or only a few rocks, the life on it is all you get so if you cheap out and get crappy live rock the tank will suffer long term.

Well, reefs are built of dead coral skeletons etc, so yes, coral skeletons which have been out of a tank will again become live with bacteria.

Reef bones tend to be the same as very old coral skeleton. Plates are dead plating acros, branching rocks are arms off huge acro colonies etc. the more porous it is the more live it will be a year or so down the line
