I recently asked if an EBC would be fine in a 20gal long, and the answer was no, so I was wondering if i could do a male and female convict in a 20 gal long

Males attain 4 inches, though some sources cite 6 inches as possible; females are slightly smaller. A 36-inch tank is preferable, but I will leave it for the cichlid members to be more precise. This is a fish that cannot have tankmates in this small a tank, just so you know. A pair is it.

Have you looked into the dwarf cichlids of South America? Many of these would work here, and dither fish (small characins or dwarf rasboras would be acceptable. And substrate fish like the dwarf species of cories, over sand and in soft to moderately soft water.

I agree with Byron on the 36 inch tank - I think a 20 long is 30 inches so you'd be better off looking at something like Altoflavus or Nanoluteus, maybe Cutteri. It would just be a pair though... maybe you could have some small kind of tough livebearers - something quite natural looking without fancy fins but does not get very big.
