Confused

Can I ask why we now have a new section which appears to have been set up for a topic that has been locked?

I am completely confused.

it is 'replacing' the clubs. Now there is space for journals and pics in specific sections eg for owners of livebearers, oscars etc.

Correct, three subforums have been added to see if there is interest.

Livebearers journals
Predatory Fish journals

I always thought that forums were for the benefit of the users rather than the moderators, I never realised that there were so many rules.

a forum is damaged just as much, by lack of rules. probably more so. and as TFF is, already, a "successful" forum, the rules seem to have caused no, real, problems.

Rules applied in the extreme can stifle communication and ruin a forum. Likewise, a lack of any rules can quickly allow a forum to degenerate to the point where no serious person would use them. We try to strike a balance but I will be the first to say that we are not always successful. I am sure that using good judgment has more to do with a good balance than perfectly written rules. Who could ever anticipate the myriad ways that people will use to communicate on a forum. We try to help in ways that an automated system never could, by being human beings first.
