Coldwater marine tank?

I would like to attempt a coldwater marine tank (temperate, with biota representative of the Pacific Northwest), but have found absolutely no information with respect to how this might be accomplished. Can anyone advise as to a good guide or information on keeping coldwater marine tanks?

You'd probably need a chiller.. Pretty expensivo.
