Co2 Atomizer Question

I am soon to change my Co2 input to pressurised and wanted to install one of those atomizers on the return flow hose so it comes out of the spray bar. The thing bugging me was having the spray bar with the holes facing downward into the tank circulating the co2 nice and even while the surface of the water wouldn't be disturbed at all. This often leads to a sort of film developing on the top of my tank from the water just sitting there and it looks horrible. The only way I can think of sorting it is get more pieces to attach to the spray bar and have some sections moving the water's surface and other parts circulating it below. I don't really want to add another device (internal filter or power-head) just to do this. Hope this makes sense.
