Cloudy water surface

My mini-bow aquarium's water looks very clear, but the surface looks cloudy. When I put food in, it kind of breaks the cloudy surface. If I look directly onto the surface, it doesn't look cloudy. I have to look at a certain angle. It's not an illusion though, because I can see the current of the cloudy surface from my filter, and as I said, the food breaks the surface.

Any Ideas?

Water tests are fine
 
Do you put your hands in this tank alot. Or feed lots of flake foods. If so it is oil. Oil from your skin and oil from foods. This is hard to remove. If you use a Python for PWC you can float it on top of the water and suck it out that way.
 
its from no water irritation..

its like an oily film..

when you see this film, you should do a water change..
