Cloudy Tank Problem

hello i just got my 10 gallon tank and i have a brand new filter. All it says on the filter box is that it is a 10/20 gallon internal power filter. And i have changed my water and also my filter cartridge so i dont know what could be causing my water to be so cloudy? please help.

A few questions in order to assist...
 
What substrate do you have in the aquarium?  Was it well rinsed?
How long has it been running?
Does it have any stock in it?
What size is your aquarium?
You say that you changed your filter cartridge, why is this? 
What sort of filter cartridge is it?
Are you familiar with the cycling process?
 
what do you mean substrate? im new to this. And yes is was well rinsed, it has been running for about 4 days now, and yes i have 6 fish in it and it is a 10 gallon tank. I changed the cartiridge because it was defective. It is a Grreat Choice filter cartirdge, and i sort of know what the cycling process is. if you could help i would greatly appreciate it. :)
 
Substrate is what goes on the bottom of your tank e.g. gravel, sand, etc.

Based on the fact that you have fish in your tank so soon after setting up it would appear you didn't cycle your tank. I suggest you go here Beginners Resource Centre and take a look at the Cycling section, paying particular notice to the fish and fishless cycling sections.

What fish have you got in there?

okay i will give that a try and i will look at that. thanks guys and i will keep you posted on what is going on there are sure to be more quesitons :) im new to this soo.  and i have a male betta a female betta which i just recently took out and put in seperate tanks and i have one white cloud and a platy and also a male and female swordtail.
