Cloudy & Smelly Tank

Hi
This is the first time I have ever tried to keep fish,and at the moment I am having a lot of trouble.I hope you can bear with me while I try to explain.
Firstly I got my tanks and within 24 hrs I put in a few fish,by day two the water was very cloudy.I went to an aquarium place who told me I should not have put in any fish for at least 4-6 weeks to allow for cycling,I purchased a liquid called Stability which was to help with 'New Tank Syndrome',the man told me I would likely lose some fish if not all of them.I also purchased a new pump by Aqua One (an external one)which filters 200 Litres an hour,he said he could not guarantee that it would work but I decided to try these two options.
However within a couple of days it was clear it would not work.
The first time I used my tank I cleaned it with washing up liquid (I know now that it was stupid)My dad said I should completely empty the tank and start again which I did (without using detergent this time)and thankfully it was all ok.I have since brought an undergravel filter so I re-did it again a week last tuesday,but in the last couple of days the tank has clouded again and it smells so strongly of ammonia I am really worrying.

2ft long
Undergravel Filter/Pump
External 200ltr/hr Filter
2 Amazon Sword plants,plus 3 other live plants,2 silk plants
2 Ornaments,
Gravel

1 Angel (George)
1 Dalmation Molly (Dotty)
2 Suckers
5 Neon's
1 Baby (unknown)(Baby)
7 other small Tetra type fish
1 small orange fish (Squash)

I have had 1 dead sucker fish,and found at least 6 neons with their heads missing,I am sure that there is some kind of bullying going on and I think George is the culprit.

I hope someone can help me as the smell of my tank is so strong I am afraid it will harm my fish.

The tank is cycling, and you have made the mistake of adding to many fish to soon, it takes it's toll on the fish, can you post water stats in ammonia,nitrite,nitrate, and ph, the cloudiness is due to the tank cycling, i would see if the lfs will take the angel back as they need a 30gal tank, and the angel is probably responsilbe for the missing heads on the fish, as they hunt neon tetra's in he wild, i would preform a water change with the heavy stock load, and you might lose some more as those fish are are not cycling fish.
