Cleaning Up Acrylic

Today, I purchased a 55 Gallon Acrylic tank, complete with stand, filter and lights for eighty dollars. The tank is pretty roughed up, but I knew it was possible to clean up an acrylic tank. Even if I cant, i figured the stand and extras was worth the eighty bucks. Now, my question is, how should I clean it? Its foggy, and has more than a few scratches. Scratches dont bother me very much, but If I cant get the tank cleared up then I will probably just buy a new 55 Gallon tank. I would love to save it if possible though, so any help would be appreciated!
 
If you can't get it cleaned I would suggest converting into a sump. This way its at least being used.

No saltwater for me, so If I cant get it cleaned Ill probably just put it too the side for emergencys and get a new one! ^.^
 
Another thing... Can I scrape the tank with an angled razorblade? Or will it scratch?
 
I would say it would scratch from acrylic experience as opposed to fish tank experience.

However if you had a buffer (electrical rotation) then you may be able to buff it to a shine afterwards if you do so with a hand held buffer tool using progressively finer buffer tips
