Well for the tank that I will be getting made in my other thread, its going to be where my current tank is.

So for changing tanks while using the same filters will adding most of my current watter, all my sand, all my rocks, and all my plants, will it make it essensially like a water change jsut adding new water to top it up?

That should be okay to just transfer everything over to the new tank from the old one. You don't even need to transfer most of the water, as the beneficial bacteria don't live in the water column, but on the surfaces in the aquarium. If you do decide to replace a bunch of the water, just make sure it is as close to temp, pH, etc as your current water. And remember to dechlorinate! Otherwise, you should be fine just moving everything over. Just be sure to watch your parameters for the first week or so, just to be sure verything is going well.
