Changing decorations and plants

If I just stick my hand in the tank and change out the plants is that okay? And do I have to put any more chemicals in the water? I haven't got the fish yet but I already have changed my mind on what I want in there so I'd like to change it before I get the fish in there.

As long as your hand/arm is clean and free of soap, it's OK to stick in the tank. No additional chemicals necessary!
