when it physically doesn't work anymore, there is no need to change them, if they still work.

It depends. Do you keep plants?

after about 6 months they tend to get dim. So it is a good idea to switch them out once they dim if you have plants. but for a fish only tank you can wait till it dies.

even if it is a planted tank it really doesn't make a difference, the output isn't of noticeable difference to the plants, you'll find that its the old T12's that begin to dim, the T8's and T5's last for years.
