Cardinal Tetra bloated?

My Cardinal tetra that I’ve had for about 2 years now recently had this growth on its throat, I’m not sure what it is. I haven’t been doing anything different in the tank (20 gallon) please help!

Not really. just let the fish live until it has trouble eating or swimming, then euthanise it.
