Carbon tea bag?

I have what i think is a floating tea bag in my tank which was put in a week ago and ive today added some fish, i was wondering when or if it needs to be taken out?
Im also curious about the filter which has now been running for two weeks, id like to now if i need to take out and replace anythin in it now?

If it is activated charcoal then it will need to be removed after about 2-3 weeks as it can start to release toxins back into the water.

As for the filter what type is it? it would help to know

you added something to your tank and you don't know what it is??? If it is a nitra-zorb 9Looks like a giant floating teabag) then it has to be recharged every five days (With salt) as per the instructions on the packaging
