The intake tube and spray bars are normally supplied with some suction cups which many people use. The intake pipe is usually arranged vertically in a back corner with the inlet, (with a suitable strainer on the end - consider the size of your smallest fish), with the base a few cm above the substrate.
The spray bar is usually arranged horizontally. Some people have it just above the surface with the spray splashing into the water, others just below the surface but again squirting horizontally. Both are good for gas exchange at the surface, the first is noisy, the second not. If you are dealing with CO2 injected tanks, you want to reduce the surface movement.
I have my returns below the surface with the water angled down the glass - in addition, I use larger then normal sprays bars, and make the holes larger, or more of them to reduce point currents. I also use silsicone sealant to glue my pipes in position, the suction cups inevitably come off at some time, and look as ugly as hell.
There are a myriad ways they can be set up however, a ot depends on what you are trying to acheive.
