Yep when you have all the space taken up or when there is little water flow because of all the rocks, and as LR needs good flow I'm sure it would only be bad
Depends on the fish being kept. In the smaller acceptable range (under 300 gallons really) then having any large amount of live rock will create the wrong sort of tank for bottom dwellers such as rays, sharks, walking batfish or garden eels.
Its only a 60L tank! and i will be buying a (HYDOR KORALIA NANO) to flow the water round! i have a small power head going till i get that!! do i need to run any sort of filter at all

I have a 58ltr Orca and took all of the medium out of the tank and just have live rock in there. I may put some Rowaphos in to handle the Phosphates if it becomes a problem.
I do have a bit of filter floss to take out any floating bits but that's about all you should need. Any filter material needs to be cleaned regularly as it will become a nitrate store!
