Protozin by water life is the best treatment for velvet IMO, however using just the treatment alone will not cure the problem. The parasite that causes velvet uses light to grow while in its free swimming stage (much the same as plants do) and this must be dealt with as well.

Raise the temperature to 30 degrees celcius to speed the life cycle of the parasite and keep the tank covered and the tank lights off until the velvet has gone. If you have any live plants remove them as the lack of light will cause them to rot. Provide extra aeration via a air pump and air stone as the treatment lowers the waters ability to carry oxygen.
