Lets say I were to buy a 30 gallon tank and I put a:
rope fish x2
Fw Moray eel x1
curvior birchir x1
in it.

Would they all get along.

I probably would say no, but I'm going to ask anyway.

lets say minimum footprint of the tank say 36x 18 you could do the ropes and the P.senegalus(culvers bichir) not sure of the eel tho you'd need sand or fine crushed gravel , some nice driftwood, and some floating plants -Anne

A standard 30g only has a footprint of 36x12", imo no way near enough space for fish that can grow to 12" or more. The minimum recomended sized tank for any fish is one that has a footprint that is four times the fishes length long by one and a half times the fishes length wide, ie a 12" fish should have a minimum of 48x18".

Moray eels are brackish/salt water fish that will not live long or be happy in freshwater, bichirs and rope fish will not survive long in brackish water, the two cannot be mixed.

Freshwater morays are really unsuitable for the proposed tank, cfc has the point that none are truelly freshwater. you may wish to try fire eels, peacocks, and or tyre track eels. They tend to mix with their own species quite well but not other varities of eels (my tyre track hunted dxown and killed my beautiful peacocks) and they are fairly easy to care fore.
