Tankmates, size of the tank, numbers, how long have they been together, new additions, filtration, etc.

sorry I am new to fish keeping and dove in with both feet which I am now learning was bad.  he was in a 29 gallon freshwater tank 1 week old.  His mates are 5 neon tetra, 1 banjo cat, 1 rafeal cat, 1 synodo cat, 2 blue rams, 2 platys, 1 pleco, 1 panda cat, 2 angels.  all are equivalent to his size.  filter is the wheel style for a 30 gal that cycles the water at 150 gal per hour.  2 live plants and 3 decorations.  Been battling ammonia with a spike between 1-2 but currently is 0.  did about a 15% change yesterday when I noticed he wasn't well.  All other fish seem extremely active and happy. 
 
Looks like a bacterial infection to me.
Are you saying the tank is only a week old? If so then the filter isn't cycled & with all those fish in it you need to be doing daily water changes to keep on top of the ammonia.
Your stocking is a bit all over the place too but for now keeping the ammonia level down is your main concern, can you rehome any of your stock?
 
I am going to try.  Learning on the fly here, had no idea that there was this much to fish keeping.  will pull another water change now, tank is still cycling I see through reading the article on here about that.  That was very helpful.  I have added water conditioner/salt and several doses of an ammonia killer over the past week, probably why everything hasn't died yet.  could this have happened because we have a rock bottom and not sand?  I read that cory's prefer sand and that rock can be bad for them (lesson learned)
 
Sand is definitely best for corys, sharp substrate wears their barbels leading to infection, but in this case as you'd only had it a short time it was probably already ill.
We all learn by our mistakes & everyone here is here to help so ask how many questions you need to.
 
do you think the rest of the fish are in danger of catching this infection?
 
It's possible, keep a close eye on them & keep up the water changes.

Might I make a suggestion? I don't think you'll like it but it will be less stressful for you and so much better for the fish.
Return them to the store, and do a fish-less cycle. Whilst you're doing the cycle we can help you figure out a stocking plan.
