Can it be ICH or Fungus

When i was watching my fish this evening I saw on one of my dwarf fire gouramis that there a few spots on this fins and a little on his body. Its not a lot of little spots like ich. its more larger spots and i am not quite sure. I already know the diseases and whatnot I am just unsure. I treated the tank with coppersafe, but only 1/3 of the normal dose (thats what my dad said to do, former petshop owner) but i want it to go away.

Should i try and use the full dosing for my tank?

I have been watching it over the weekend and it is still the same or more. To hard to tell really. It isn't small like dots. They are quite larger and white. Some on tail and some on body. He isnt rubbing against anything and nothing usual. All I know is its not normal. Still any ideas?
