can i keep a redtail catfish outside in a pond with a pond heater?? and what size pond? would it be ok.

well, no. Pond heaters are designed for koi carp, they will only heat a pond to around 12 celsius as below this basically the koi's immune system doesnt work.
You can have a pond in a conservatory or garage etc, but would have to be heated to tropical around 26 celsius, just a guess as i dont no much about red tails!
