It all depends what you mean by hear. If you are describing the sensation that humans experience, then your answer is No. However fish do have a more sensitive structure than hearing. All fish are equipped with a line running down both sides of their flank. This line is known as the lateral line and underneath it just below the surface of the skin there are hundreds of nerve sensors. All the nerves are linked to the fishe's brain. The fish can "feel" vibration up to a quater of a mile away in light or even absolute pitch blackness. This helps them determine if there is a predator or prey nearby. They can feel the changes in the water when you walk into a room, when you talk, if the TV's on or if you are having a party. They can sense changes within their own environment. If another fish is sick or if the filtration system is faulty they can pick all this up and more just by the use of their lateral line. So who needs ears?
