Indeed they can, but many factors play a part.
1) what kind of fish are in this community, and how many?
2) how large is your tank and whats does your setup look like?
3) and are there any other bettas in your community?
Betta fish tend to vary greatly in temperment, some being quite dosile, others being absolutely melisious, you will have to add your betta for a couple of days first to see how she takes to the community and how the community takes to her; assumeing that your tank meeets the requirments.
