I have some Cabomba caroliniana in my tank. If I take a single stem and cut it in to four pieces, will eat piece grow if I re-plant it?

Yes, although I think the following is better:
1. let the stem grow until it is about 2-3 inches longer than the height of the tank
2. cut the stem at about half way from substrate to surface
3. replant the new cutting
4. repeat 1-3
..because, in my experience, smaller pieces are less likely to thrive.
