So... I have a 28L tank with 7 guppies and a Pleco (who minds his own business). I started off with 4 guppies and recently bought 3 new 1s. 1 of them is a leopard guppy and is the largest fish, he is constantly chasing and nipping the other fish. 1 of my fish now can't even swim properly because his tail is all ripped so he just lies on the gravel all miserable. Is there anything I can do to help this situation?

Are you guppies male or females? If your male to female ratio is off it isn't uncommon to have some nipping. Also, your tank is on the small side for your fish.

How long have you had your tank running? Also, what are you tank stats (ammonia, nitrate, nitrite). Is there a chance that your tattered guppy has fin rot?
 
Since May 12, stats all fine. I think I only have 1 or 2 females I'm not really sure how
to tell them apart! All but 1 of them have large colourful fins, the other 1 has a yellow body and small orange tail.
 
Large colourful fins usually means male, the females are usually less colourful. Also, the anal fin (the one on the bottom, by their bottoms, lol) on the female is fan shaped and on the male is pointy or tubular and is called a gonopodium. The ratio should be 1m:3f, or all males, or all females.
