Is a bulldog pleco suitable for a 65 litre tank?

I would say it should be ok, but thats really the minimum size.

They like clean, well oxygenated water, and not too hot. Max 25C.

They are pretty hardy and very peaceful, a few of them wiyld be fine in a 65L
We keep 3 with our zebra fry at about 30ºC - they are fine
