Bulbs/ballast Question

My dual 36" 30 watt light fixture has been giving me problems starting up recently. It flickers on for a while before starting up, if it does at all. The bulbs were bought in March, do you think it's a bulb problem? Or is the ballast to blame? Thanks for any replies!
 
Sounds like the starter (also called a choke). Can you access a round thing which can be unscrewed, probably white?

Its quite safe to remove the starter when the light is on.... if the lamp stops flashing, theres your problem, otherwise is the lamp...
 
I'm fairly sure I don't have a starter... Or do all ballasts have starters?
 
Juwel tanks have electronic ballast unit and so don't have starter units. Sounds like its about to give up on you. I would order a new one the replacements come with new tubes as well expect to pay around £60ish depending on size. :(

Is it a Juwel tank? My Juwel hood has a started, but the ballast (and starter) is sealed into the hood. I took it apart once to have a look (picture here). The starter is shown in the bottom right of that pic. It is 'a bit' permanent, but could still be replaced with some DIY.
 
Thanks for taking the time to reply guys! It's not a Jewel tank, and there is no starter. It is an electronic ballast, and doesn't hum when turned on. So is it a ballast problem?
