building a light fixture for 10 gal tank

i currently have a incandescent light fixture for my 10 gal tank. but i recently got some plants for my new guppies.

one problem though, they plants arent looking all too good. they are starting to get brown at the tips.

the lady from my lfs said to get a florecent fixture. but its a little much for my budget at the moment.

so here is my request. if anyone know of a way to make a florecent fixture plz help. any help would be greatly appreciated.

go to home depot or any electric supply shop and get a ballast and a couple of end caps.
i took the switch and power cord of my stock light, then just follow the pic on the ballast.put the switch on the black wire coming from the wall.
you can put it together in a few minutes usually.
then you just have to figure out how to fasten the endcaps in place.i used a peice of strapping for pipes, and just screwed it on each side of the cap.
try to make sure you go pc lighting, or atleast t8.
these are smaller lights, and for bulbs go 6700 k if you can find them.
