Bugs in tank...help!

Okay, in my ten gallon tank, I just noticed the other day that I've got some kind of infestation. I haven't been able to find anything about it online, so I would appreciate some help. The bugs are small and black with a swollen abdomen. The largest of them is only about 2 mm long. It also appear that their larval stage is 1 mm long and white, as there are several of those too. They are not in the water, but on the plants that grow to the top of the tank and break the surface.

I'm not sure what else to say about them to describe them. Does anyone have any idea what these are and what I can do to get rid of them? Thanks!
 
I don't think they can do any harm to your fish. However, I know one insect named water boatman will feed on very tiny fish. On the contrary, some fish will search them ;) So what do you keep?
 
I've got a betta, ten neons, three cories and three otos in that tank. I'm not really concerned about them hurting the fish. I don't think they even go in the water. Mostly, they're just gross, and since they're on the plants, I wonder if they're harming the plants. Maybe I should ask in the plant forum... Any other ideas?
