Hi,

I have recently started a new tank with flossy media from a cycled tank added to the new floss in the top section of a trickle down filter underneath which is a section full of bio balls, about half of these balls have little air bubbles all over them is this indicative of anything good happenning?

Thanks

That sounds to me just like air bubbles from where the water is flowing over the bioballs.

If this is so, nothing fantastic is happening, though it would indicate the water is extremely well oxygenated which is great for fish, but not so great for plants.
