Brown Scum On Walls Of Tank

I've had a 10 gallon freshwater aquarium for a few months. Recently, a noticable thin layer of brown scum has formed around the walls of the tank. It's in patches on glass and seems to be getting worse. I had a molly in it for 2 months who recently died. I'd like to get some new fish, but first I want to solve this problem.

*There is a filter, and I add new water to the tank about every 3 weeks.
 
Must increase the hour of lights on and ypu must clean them by your hand.
 
hiya runit, it sounds like algae, it shouldn't do any harm in itself however some of the things that cause algae can harm your fish as well so you should try and find the cause.

what are your water stats for pH, ammonia, nitrite and nitrate

what lights do you have (look on the tube it should give you a reading in watts) and how old are the bulbs, and how long are they on for, is the tank in direct sunlight from a window or anything like that

do you have any live plants and how many (if you can tell us what %age of the floor is covered with plants it gives us the best idea)
