Brine shrimp can be breed easier than you can cook an egg.

The easiest is if you use a jar with lid, cut 3 holes in the lid, insert airtube in one, add eggs and salted water and voila you should have shrimp in about 18hours or sooner.

Do you want to actually breed them or just hatch out their eggs?
Because the eggs are easy as stated by mgkot1 but to breed them you need to keep the adults alive for a while so they can develop either dormant eggs, or live young.
You can keep the adults in a 40litre container with some salt water and feed them on free floating algae. If they are happy the females produce live young. If they are stressed the females produce dormant eggs that need to be dried out before they can hatch.
