Brackish puffer for 20g?

I wanted to get some bumblebee gobies for my 20g, and I was wondering if there's a puffer that could go with them and doesn't need live plants? I have pool filter sand in there, and some rocks will go in later. How many gobies and the puffer (or two?) could go in? What will the salt content need to be (specific gravity)?
 
With a filter upgrade, you could have one or two in there depending on personality.

Remember that maintaining small brackish tanks is a lot harder than large ones.
 
I have an AC150 and 100gph Marineland Regent in there. If I have 2 F8's, how many gobies could I have?
 
Tetraodon biocellatus is not a fully FW fish, it does best in a mildly brackish tank with a SG up to 1.005 and if kept in pure FW will be more prone to disease and suffer from loss of appetite.

No, thats where you are wrong, Fig8s are definately brackish. Salinity of around 0.10 or something like that when full grown. FYI.

You could keep 2 Fig8s and around 6 gobies, as IME they don't create much waste.
 
Actually F8 puffers wouldnt do well in a heavy brackish tank with a SG of 1.010, their salt tolerance goes up to about 1.006 and they become clearly uncomfortable at levels above this. They are a truely brackish fish which spend their entire adult life there unlike many other brackish fish which head further out to sea as adults.
