Bottom Hugging

I have a goldfish tank that was doing fine and suddenly the fish are hugging the bottom gasping. The tank gets regular maintence, water is declorinated, etc. Any ideas what might be causing this?
 
Need more info i'm afraid.
What did you do before they started doing this behaviour? Have you added any new fish or plants recently? Have you got stats for water quality, such as ammonia, nitrites, nitrates and ph.
If it was just after a water change how much and did you temperature match and dechlorinate?
How many fish and what size tank.
Did you clean the filter recently and how long has the tank been going for?

If its sudden then it could be water quality but need to know the stats first. :)

Water Change a week ago. One small goldfish added. 60 gallon tank fully cycled with three goldfish. Water test not avialable at this time. I think it is a water quality issue. Going to do a big partial later today when work is over. Other suggestions. This was VERY sudden! I am afraid the cleaning staff may have gotten something in the water.
 
With the new fish (i take it it wasnt quarantined?) the bottom hugging and gasping it sounds like a fluke attack. But need to clarify the water stats to make sure the water is at its best before you should treat.
