Black Skirt Tetra Sick?

I was looking at my fish an I notice a black part on my tetra on the head no other tetras have that so is this a fungus ?? is he sick ?? what is that?? never seen that before

what can I do for the tetra??

any comments will help thanks

the fish has little white spots some ting like that

little white spots could mean ich...i have no idea what the black spot could mean though... never seen that before
