As of today for some reason one of my Black Skirt Tetras is hanging around in the open space in the middle of my tank and chases away any of the other tetras that come near. My Mountain Cloud Minnows arent being bothered its just the other Tetras. No idea why this is happening, I thought they were supposed to school together not be all territorial?

Only in a larger group. Even then they generally setup some kind of hierarchy. The best way to curb the aggression is to introduce more skirts and add a threat, like your paradise fish.

Hmmm sounds good :) I was planning on getting 2 more Black Skirts anyway once my tank has cycled but I will also try one of the Paradise fish and see what happens. I can always put him back in the family tank if things dont work out.

4 according to his sig. 6-10 is best - actually more is always better. 20 would great, but not everyone has room for that. ;-)
