Black skirt tetra - can't swim properly

Hey guys :)

About 3 days ago my black skirt tetra started swimming really strangely, it swims in circles or does constant back flips, to me it also seems like it's opening it's gills more than usual and they seem red, all the other fish in the tank are fine it's just this one showing symptoms.

It's currently exhausted and just laying on it's side at the bottom of the tank.. I gave it an epsom salt bath yesterday and tried getting it to eat mushy insides of peas but it isn't interested.

Is there anything I can do to save it? At what point do I kill it to save it suffering?

Tank details:

10 gallon tank
PH = 7.5 - 8.0
KH = 5
GH=12 - 13
Ammonia = 0
